利用SIPA方法探討如何提升國軍官兵續簽留營意向—以陸軍部隊A單位為例

摘要


隨著國際情勢、人口少子化及作戰模式的改變,我國為延續部隊專業技能的學習及提升人員素質,以符合現代化戰爭的做戰需求,近年陸續實施募兵制的部隊型態調整,但募兵制成效自始至終都不盡理想,若無法有效提升志願役官兵之留營率,將面臨兵源不足的狀況,因此如何提升續簽留營率已成為當前部隊首要課題之一。 本研究探討在國軍推動全募兵制的目標上,是否因現行制度及措施而影響官兵續簽留營意願,對於官兵續簽留營與否,本文利用相關性檢定分別檢視與基本資料13類別變項,結果有10個類別變項顯著相關。另外,本文利用IPA方法對A部隊訓練與管理上,在20個題項中有2項需優先改善,而在資源有限下有4項次要改善。本文再利用SIPA加入同質性L部隊比較,以找出題項之改善排序流程,並針對需改善題項提出改善建議,目的是讓部隊官兵對部隊的認同與向心力,並進而提升官並續簽留營意願,以充實部隊之戰鬥力。

With the international situation, the low-birth rate and the change of combat mode, Taiwan has continued to develop the professional skills of the troops and improve the quality of its personnel. In order to meet the needs of modern warfare, the force type adjustment of the enlisting system have been implemented progressively in recent years, but the effectiveness of recruiting troops is not ideal from beginning to end. If it is unable to effectively increase the retention rate of volunteers, it will face a shortage of troops. Therefore, how to improve the renewed retention rate has become one of the top priorities of the current force. This study explores whether the national military’s goal of promoting the enlisting system affects the willingness of officers and enlisted men to renewed stay due to the current system and measures. In this paper, the correlation variables are used to examine the 13 categorical variables, and the results are significantly related to 10 categorical variables. In addition, in this paper, using the IPA method to train and manage the A-force, 2 of the 20 items need to be improved first, and 4 of them have minor improvements under limited resources. This paper then uses SIPA to join the homogenous L-force comparison to find out the improvement ordering process of the item, and proposes improvement suggestions for the item to be improved. The purpose is to let the officers and enlisted men of the troops identify and possess the centripetal force, and then enhance the retention rate in order to enrich the combat effectiveness of the troops.
