臺灣中部科學園區滯洪池工程自然近生態工法案例探討

摘要


中部科學園區滯洪池設施係指有洪峰流量降低、洪峰遲緩到達時間之設施,可以降低因開發造成而增加下游地區暨環境衝擊,因其具有遲滯豪大雨期間洪峰流量暨沉澱豪大雨期間所夾帶大量泥沙之功能,可避免、減輕下游地區淹水與溝渠阻塞之問題,滯洪空間規劃成八座滯洪池,每座滯洪池依滯洪空間利用狀態及其地理位置特性導入不同活動,依活動性質重點給予不同之主題與景觀綠美化,讓滯洪池可同時提供居民遊憩及滯洪防災等多功能使用。 本研究以「近生態滯洪池採高規格設計」、「滯洪池放流口設計型式」、「攔截汙染源柵型式調整」、「建置防洪監測系統」等 4 個主要研究課題,建立現有近生態滯洪池之評估標準。 「中科近生態滯洪池」美景,已是中科融入大自然之重要地標,作為後續近生態滯洪池規劃示範,這也是中科管理局在環境規劃滯洪池設計中所一貫秉持之生活、生態、生產之「三生環境責任」。 關鍵詞:近生態工法、防災及遊憩、滯洪池

Detention pond in central Taiwan science park using quasi-technology approach.flow and delay peak arrival time, which can reduce the environmental impact of the downstream areas due to development, because of the flood peaks during the heavy rain and the large amount of mud entrained during the heavy rain. The function of sand can alleviate and avoid the problem of flooding in the downstream areas and the blockage of ditches. The flood detention space is planned into eight detention ponds. Each detention pond is introduced into different activities according to the state of the use of the flood detention space and its geographical location, depending on the nature of the activity. Different theme and green beautification landscape are given, so that the detention pond can provide multi-purpose use such as flood detention, disaster prevention and recreation. A Project Case Study, four major research topics were used: " Ecological engineering methods of Detention pond mining high-level design", "Detention pond drainage port design type", "Pollution interception grid type adjustment", and "Building a flood prevention monitoring system", etc. Assessment criteria for Detention pond. The beautiful scenery of the “Ecological engineering methods of detention pond in central Taiwan science park” has become an important landmark for the integration of Chinese science into nature. As a follow-up planning demonstration of the near ecological detention pond, this is also the life of the Central Taiwan Science Park Bureau in the design of environmental planning detention pond "Sansheng Environmental Responsibility" of production, ecology.
