越南外資企業工潮之研究

The Workers’ Strike in Foreign-Funded Enterprises：A Case Study from a Shoe Plant in Vietnam

摘要

近年來，台灣的經濟環境發生了重大的變化，給台灣中小公司帶來一些消極影響。中小公司生產成本急劇上升，面臨的競爭越來越激烈。因此眾多台灣企業選擇了將產業轉移到低成本地區的方式。
台灣企業轉移的目的地很多，其中大陸成為首選目標，但是隨著大陸經濟的不斷發展，大陸面對的國際形勢不斷發生著變化。首先是面對國際上對大陸產品實施配額限制與反傾銷調查，其次是大陸新《勞動法》的實施加大了勞動密集型產業的成本。
此時台灣公司開始紛紛轉移生產基地，其中眾多外資企業公司選擇投資越南，越南人口8700萬，勞動力接近3000萬，面積30多萬平方公里，人力成本很低，土地價格便宜，尤其適合發展勞動密集型產業。
隨著來越南投資的企業不斷增多，台灣企業面臨諸多問題，用水、用電以及基礎設施缺乏都成為困擾外資企業公司的難題。其中最為頭痛的是越南不斷發生的工潮，非常頻繁的發生，嚴重影響了工廠的正常生產，時常使外資企業公司面對無法完成訂單的尷尬境地。
本文分析了台灣對越南外投資的特點、 面對的經濟環境的變化以及現狀，在此基礎上，結合調查情況，分析了越南勞工參與罷工的原因，通過分析找出應對之策，最後得出台灣公司對越南工潮應採取的策略。
本為以越南台灣公司為例，對越南工潮的進行了實證分析，通過分析驗證提出方案的正確性，為企業應對以後的工潮提供參考。

Recently, more and more shoe plants in Vietnam are confronted by workers’ strike. I n addition, for Taiwanese firms in Vietnam, there are many problems need to be overcome, including water, electricity and infrastructure. This case study focuses on the reasons, processes and patterns of workers’ strike in a shoe plant in Vietnam. Five factors are seen to contribute to the reasons why these strikes happen. This case study also concludes that intervention by the government is critical in improving labor conditions. Examining the whole process of these strikes, this study proposes a step by step strategy that the Taiwanese-managed shoe plants in Vietnam can adopt to make an reconciliation between workers and the plants. Finally, some theoretical, managerial implications and future researches are also discussed.
