政府採購之屬性,包括有工程、財物及勞務,依預算法規定「我國政府會計年度於每年1月1日開始至同年12月31日終了,以當年之中華民國紀元年次為其年度名稱。政府部門每年採購之總金額佔國內消費支出最大之比例,因此採購人員必項具備專業能力,透過教育訓練方式來提昇採購品質。 軍職採購業務有別於一般公務機關的特性,依研究者實務工作經驗發現,目前實務上存在著幾個現實的現象,讓初任採購業務承辦人員對政府採購專業知識大多付之闕如,在加上國軍採購人員大約每兩年需調整職務,調整職務後必須接受新任職務磨練及學習,因此可見持續教育訓練,才能提升採購專業素養及專業知識,進而改善專業度不足造成政府採購弊端之情形。 本研究以中部地區軍職採購業務承辦人員為研究對象,設計紙本問卷,透過中部地區採購作業講習學員參加教育訓練時,共計回收260份問卷,扣除無效之問卷後,有效問卷為189份,採用PLS軟體為分析工具,結果顯示專業知識認同感會提升學員在上課訓練滿意度跟獲取價值感,並進而影響訓練成效。
Genera of government procurement include engineering, supplies and services. According to the Budget Act, a national fiscal year denominated the very year begins from January 1st to the end December 31st. The annual total expenditure on procurement of government organizations accounts for the most part in GDP, hence the procurement staff must acquaint themselves with professional knowledge and promote capability through education and training. Military and ordinary government organizations procurement has distinct features, based on the practical research, there are some facts make procurement staff unfamiliar with professional knowledge. For example, every agent accepts every second-year business revision and receives new assignments and training. Thus continual training would help improve lack of specialized skill and avoid bad practices. Here we focused on the military procurement trainee in the middle of Taiwan and do the questionnaire during lecture and study training. A total of 260 questionnaires were collected. Taking out invalid sheets of questionnaire, there are 189 valid the rest. We introduced PLS software as statistic analysis model and. The results suggest that the recognition of professional procurement knowledge of trainee has a good impact on satisfaction of learners in learning thereby positively affect the training efficiency.
