國防部為符合國防需求及社會發展,將現階段「徵、募併行」的兵役制度,轉型為「募兵制」,以建立一支「量少、質精、戰力強」的現代化專業軍隊。鑑於國軍未來在人力需求上必然走向專業化與職能化,在量的比例上,如何招募更多素質較高,且屬中、長役期的志願役人員,再輔以適量短役期的義務役士兵,組成一支「敢戰、樂戰、善戰」之鋼鐵勁旅,將是本文探討因素之一。兵役制度轉型期間,有多數志願官兵在役期服滿後就選擇退伍,造成人才的流失,不僅會對憲兵部隊戰力維持造成影響,更會形成訓練成本大量挹注的情形卻無法有效留住人才。因此志願士兵之進、訓、用、考、退(輔)等相關規劃,若能滿足個人望與需求,實為國軍兵役制度革新與戰力維持之重要課題,是本文探討另一因素。本研究以國防部憲兵指揮部為例,探討志願士兵入營與留營影響之因素,並根據結論給予建議,以維國軍戰力。
The Ministry of National Defense (MND) in order to meet the demand of national defense and social development, converting currently parallel recruitment system to all-voluntary system for establishing the Armed Forces (AF) of modernization with less quantity, better quality and superior strength. In light of the demand in manpower of AF are bound to get more and more specialized and functional, for the ratio of the amount, how to recruit more well-qualitied personnel and willing to stay, along with moderate and mandatory soldiers to form an army unbreakable, it will be one of the factors to discuss on this paper. During reformation of the military service system, most of volunteers choose to leave the military when they completed ETS (expiration term of service), which is causing brain drain for AF, this is not only damage the Military Police (MP) strengths, but also waste amount of resources on talent training to those who are not intended to stay the Armed Forces for long term; threrfore, how to plan employment, training, examination and retirement of the volunteers and to meet their need are what we are concerning about. This is a big issue for the Armed Forces and also this is what we are going to discuss on this paper. This paper take MP Command, MND.for example, discussing what factors affect enlists to join the Armed Forces and retention, meanwhile, base on the conclusion to provide suggestions for maintaining the power of military.
