彰化農田水利會河川自然生態工法施工特性之探討

摘要


本論文主要研究目的為呼應目前農委會致力協助推廣的河川生態工法之推行,河川及湖泊護岸的穩定工程方法及應用生態工法施作的種類眾多,在彰化農田水利會河川生態工法之案例分析評估研究中,是以兼顧防洪與生態施工方式所常使用的工法作為介紹分析研究。 河川生態工法的進行與施工後的工程效益的延續,環境生態保育關連相互結合,需要正確的生態知識、原有生態資源詳盡的資料呈現等,才不致於對棲地或河川環境的生態造成無心的第二次破壞。依據現地生態系統的需要創造設計一個全新的棲地環境,需要實際配合現地生物鏈多樣性方面的設計考量,其實際貢獻對創造全新的生存環境及原生態的保存價值遠比傳統工程規劃的價值還高出許多。制式之選址表格化條例化,優點於幫助勘驗人員易於依各項現有條件選擇評估,其缺點為部分承辦人員非相關專業工程人員導致評估選址時部分專業不足而影響辦別。建議採用「分數制度」、「分數等級」來進行,使其評估更專業、更標準、更有效率。現今的維護效益與原初設計理念相符,雖說滿意但因總年度編列維護經費有限,為達生態工程延續之宗旨,仍期望日後整體工程由縣府單位統籌維護。 本研究藉以生態工法特性之探討與研究,以期提供日後政府主管單位參考應用之有用資料。期望本計劃依經濟有效之原則順利執行,全面提昇施工後保固後期功能品質延續之能力,保障生育生態之永續、降低施工對環境所造成之傷害。透過實例的探討分析,還原生態工法真實的面貌。期望日後能提供其他工程相關單位如:國家公園、水利會運用生態工法於自然環境中美化造景之施設利用之參考。

The main purpose of this paper is to study the current committees to promote eco-law of the river, river and lake revetment of the stability of engineering methods, and the application of ecological methods for construction. In the Changhua Farmland Water Conservancy, "Case Study and Assessment of Ecological Law in the River Valley", both flood control and ecological construction methods, as an introduction to analysis and research. The ecological engineering of the river and the continuation of engineering benefits after construction, the interconnection of environmental and ecological conservation, the need for proper ecological knowledge, and the detailed presentation of the original ecological resources will not result in no new secondary or habitat or river environment damage. Designing a new habitat environment according to the needs of the present ecosystem requires practical consideration of the design considerations of the current diversity of the biological chain. The actual contribution to creating a new living environment and preservation of the original ecosystem is far more than traditional engineering planning The value is much higher. This research uses the research and discussion on the characteristics of ecological methods to provide references for future government agencies. It is hoped that this project will be implemented smoothly according to the principle of cost-effective and comprehensively improving the capability of continuity of functional quality at the late stage after construction so as to ensure the continuity of reproductive ecology and reduce the environmental damage caused by construction. Through the analysis of examples to restore the true face of eco-method. Expect to provide other projects in the future. Relevant units such as: National Park, Water Conservancy will use eco-technology in landscaped landscaping facilities in the use of reference.
