我國在2008年10月1日施行國民年金法,目的在使國人在老年時皆能獲得基本經濟生活保障,然而,實施以來納保人數呈現逐年逐月下降趨勢,原住民地區國民年金繳費率亦相對較低。 為探討原住民對於國民年金保險的看法,本研究以偏鄉地區之原住民為對象,透過問卷調查的方式,分析原住民個人因素相對於國民年金保險的認知與涉入程度之差異。 研究發現,受訪者對國民年金此一政策均具概念性認知,半數以上的受訪者認為國民年金對其本身及家人的生活規劃息息相關、對個人更是一項重要、有意義、有價值的保險;但是,對於國民年金的繳納規範(包含延遲繳納、未繳清、欠費)、給付規費(包含給付申請、給付方式、給付種類)、特定對象規範(包含外配、身心障礙、低收入戶、失業者)等相關議題之認知情形較為模糊;受訪者並因不同的「性別」、「年齡別」、「教育程度別」、「就業狀況」等個人因素而有顯著差異存在。 本研究並建議針對不同的「性別」、「年齡」、「教育程度」、「就業狀況」等個人因素強化對於國民年金的認知度,另,針對學歷較低的原住民加強宣導國民年金相關內容,以強化其認知度與涉入程度。 關鍵字:國民年金、原住民
The national pension law has been implemented since 1st of October 2008, which is to ensure the security of basic living insurance while our country people are aging. However, the number of people involved in program has been diminishing since then and the number of people living in remote areas is comparatively low. Also, the charge of people living in remote areas is relatively low. To explore the different perspectives to the policy of national pension for indigenous people, this study is to analyze the degree of involvement in the national pension program through conducting questionnaire on personal factors by targeting at indigenous people. This study discovered that most of respondents have conceptual recognition of the related policy and more than half of them think the policy is closely related to their life and living. Such policy is meaningful and valuable insurance not only for their family but also for personal future. Furthermore, the detail of rules and protocols to the policy are relatively fuzzy and vague, including the penalty to delayed payment, different ways of payment, the procedure of application, different categories of payment and the special discount treatment to those who are with disability, unemployed or low income family. There exists no significant difference among gender, age, educational background and profession status. This study suggests that the enforcement of the policy for indigenous people who are in different gender, age, educational background and professional status is necessary. Additionally, it is very critical to the policy to strengthen the acknowledgement and involvement of the detailed contents for those who have lower educational background.
