BOO專案規劃可行性評估-以台中市交六用地為例

摘要


為配合民間參與公共建設政策之推動,並引進民間資金、提高經營效率及減輕政府財政負擔,政府於89年2 月9 日公布實施『 促進民間參與公共建設法(以下簡稱促參法)」主要規範民間參與公共建設之範圍,方式、用地取得及開發、融資稅捐優惠之範圍、民間申請及政府審核與監督之程序。『修訂台中市綜合發展計畫2002~2013』總體目標中,在交通運輸部分,須建立完善的人車網絡、便捷的大眾運輸、充足的停車空間;故建構便捷交通轉運中心為六大發展方向之一,而在未來重大建設方案中轉運中心因應對策為獎勵民間參與交通建設、並以促進民間參與公共建設計畫為計畫研擬參考。臺中市為簡化車流,擬將規劃客運轉運站之BOO專案,並期望設置轉運站與高(快)速公路直接相銜接之匝道,避免長途客運頻繁上下匝道所帶來之地方道路交通擁擠問題,並與新市政中心週邊交通系統作整體規劃考量,惟對於轉運站功能定位、站區內及聯外交通動線規劃、開發方式等尚缺乏完整規劃。 因此,本研究對於轉運站區位評選與規劃,則期以最具攔裁成效與交通改善之角度,進行整體評估規劃與相關執行配套建議。本研究專案之可行性評估範圍項目包含:立地分析(含市場分析)、技術層面分析、環境影響分析、經營管理分析、政治分析(含法規、政策分析)。而轉運站附屬事業設施,就目前概念發展階段規劃量體部分,予以定位分析。雖然財務可行性評估只是民間參與可行性評估內容之一,但卻常是決定該計畫是否可行的關鍵因素;至於轉運站主體設施將於興建完成後,移交、營運,故其營運計畫不在研究範圍討論。 最後,將總結以上分析內容提出結論與建議。

The Act for Promotion of Private Participation in Infrastructure Projects (“the Act”) was enacted in Feb. 9th, 2010 for promoting the private participation in the infrastructure projects, introducing the private funds, upgrading the level of public service and mitigating the fiscal burden of government. The purpose of this Act is to standardize the scope of the general principles for private participation, the land acquisition and development, the financing and taxes benefit, the application and evaluation and the supervision and administration. About the Appraisal of the Taichung City General Plan 2002-2013, it is shown the necessary of complete vehicle and network, convenient public transportation and plenty of parking spaces from it. Furthermore, the construction of the transit center is one of the six development policies in Taichung City; also, the main policy of the major infrastructure projects is to encourage and promote the private participation in infrastructure projects. Taichung City intends to plan a BOO (Build-Own-Operate) project with a passenger transfer station and a ring road to connect with the express ways and the surrounding transportation system of the new Civic Center for improving the traffic and transportation. However, it is lack of a comprehensive planning about the transfer station, traffic routes and development methods. Thus, the feasibility assessments of this study were focused on the effectiveness and traffic improvement of the location selection and planning of this passenger transfer station in Taichung City; moreover, the overall assessments and implementation recommendations were also investigated. This study aimed to make the feasibility assessments about the site analysis (included marketing analysis), technology analysis, environment analysis, management analysis and politics analysis (included act and policy analysis). In additional, the ancillary utilities were also analyzed for the concept development stage. Although the assessment of financial viability is only one of the feasibility assessments for private participation, it was explored herein as a key factor to determine the feasibility of a project. Nevertheless, the main facilities of the transfer station were not discussed in this study due to they will be transferred to the other organization after constructed. In sum, the conclusion and suggestions were analyzed and provided in this research.
