國內公共工程建立BIM集成模型發展程序之研究

摘要

隨著BIM技術於工程專案中應用越來越普及，業主對於BIM技術的應用不僅侷限於設計或施工階段，而期望能應用於營運維護階段，使BIM能發揮更大效益。近幾年，政府單位也積極嘗試訂定相關規範供產業界參考，BIM技術貫穿全生命週期的應用已成為不可逆之趨勢。然而目前國內對於BIM於營運維護階段的使用仍處於初步發展階段，即使目前國內通念將竣工模型作為營運維護使用之交付物，但使用成效卻非常有限。
營運維護階段BIM技術的導入為全球共同努力的目標，例如英國政府發布「軟著陸政策」，美國提出了集成模型(Record Model)的概念。集成模型為協助營運維護使用之模型，於專案初期開始執行集成模型之相關工作，透過各階段資訊蒐集及彙整，更新及匯編集成模型，由規劃階段一直持續至營運維護階段，確保營運維護管理所需之資訊的正確性及完整性。其目的為精確的呈現設施設備的功能、環境及物理情況，提供給業主或使用單位做後續營運維護的管理與使用。
本研究藉由文獻回顧方式以國外集成模型之定義及國外營運維護管理之發展作為基礎，並透過專家訪談進一步瞭解目前國內公共工程環境及營運維護階段BIM技術之應用與發展現況，提出適用於國內公共工程之集成模型發展架構與程序。期望本研究之理念與成果能提供國內工程專案實現集成模型之匯編及BIM技術於營運維護階段之使用。

As the application of BIM is becoming more and more popular in engineering projects, the application of BIM is not only limited to the stage of design or construction, but the expectation can be applied to the operation and maintenance stage, so that BIM can achieve greater benefits. In recent years ,the government have also actively tried to set up the relevant specifications ,and BIM throughout the life cycle of the application has become an irreversible trend. However, the use BIM in the operation and maintenance stage is still in the initial stage of development, even though the as-built model is used as the delivery of operation maintenance, but the use effect is very limited.
The introduction of BIM in the operation and maintenance stage is the goal of all over the world. For example, the UK government issued the “Government Soft Landings (GSL)”; the USA proposed the concept of Record Model. The record model is to assist the operation and maintenance of the model, and start to implement the related work of the model at the beginning of the project. Collecting the information of each stage and update the record model from the planning stage to the operation maintenance stage to ensure the correctness and completeness of the information required for the operation and maintenance management. The purpose of record model is accurately present the assets, environment, and physical conditions of a facility, and provide the owner for the management of operation and maintenance.
This study is based on the definition of foreign record model and the development of foreign operation maintenance management by literature review, and through expert interviews, further understand the current situation of application and development of BIM in public construction environment and operation Maintenance stage, and create the procedure of record model. I hope that the concept and results of this study can provide a compilation of record model for public construction and the use of BIM in operation and maintenance stage.
