從排碳量觀點探討容積移轉回饋機制 -以臺中市七期重劃區新建住宅案為例

摘要


城市作為人類社會經濟活動的中心,聚集了超過世界上一半的人口,為主要能源消費者與溫室氣體的排放源,因此全球因應氣候變遷過程中,城市將扮演更為主導性的角色,為邁向低碳經濟和減少二氧化碳為目標,促使低碳城市發展成為風潮成為全球趨勢。為符合國際趨勢及中央政策,臺中市也積極推動各項減碳策略與措施,成立低碳城市推動小組,研擬臺中市低碳城市發展自治條例。 臺中市自2005年實施容積移轉政策以來,受到中部科學園區、高鐵專用區及七期重劃區所在新市政中心專用區相關重大建設啟動的催化下,根據臺中市容積移轉資訊網的統計訖2013年為止,移入容積有高達44.51%的新增容積量於七期重劃區所在西屯區與南屯區,造成接受基地建築樓地板面積和居住人口增加,意謂其生活排碳量也隨之增加。臺中市容積移轉建案申請在低碳城市的執導下,並由都市設計委員會審定接受基地所為做減碳回饋措施,但回饋措施內容缺乏客觀標準,導致容積移轉接受地區之生活環境品質有降低之疑慮。 本研究藉由國內容積移轉文獻的探討碳中和減碳措施,輔以國內外碳排放相關研究,以2013年臺中市七期重劃區年容積移轉九個新建住宅案進行比較分析,探討減碳回饋措施項目內容效益,及減碳回饋量是否能與容積移轉所新增之生活排碳量達到碳中和。研究結果發現以臺中市都市設計審議報告書及國內外容積移轉文獻中,篩選出對應之回饋項目,建立以喬木種植為減碳當量之減碳回饋計算模式,探討容積移轉減碳回饋方式以碳排放量觀點檢討臺中市七期重劃區個案,回饋比例存在明顯差異,最高容積移轉減碳回饋比例18%,最低只有3%,亦即現行都市設計容積移轉回饋無法反映碳排放量所造成的環境影響。

As centers of human social economic activities, cities gather over half the population of the world as the main energy consumers and greenhouse gas emission sources. Therefore, in response to the climate change, cities in the world will play more dominant roles for the purpose of low carbon economy and carbon dioxide reduction to promote low carbon city development as global trend. To comply with international trend and central policy, Taichung City also promotes various carbon reduction policies and measures actively with a low carbon city promotion group established to study and define low carbon city development autonomous regulation of Taichung City. Floor area ratio transfer policy has been implemented since 2005 in Taichung City. Under catalysis of activation of important construction related to new city government center dedication zones in Central Taiwan Science Park, high speed rail dedication zone and the 7th Land Consolidation Area, according to statistics of Taichung City Floor Area Ratio Transfer Information Website, till 2013, up to 44.51% of added floor areas of immigrated floor area are located in Xitun District and Nantun District where the 7th Land Consolidation Area is located, such that base construction floor areas and residents are increased, that is, carbon emission is increased accordingly. Applications of floor area ratio transfer building cases in Taichung City are directed according to low carbon city. And Urban Design Committee is responsible for examining and approving the acceptance of base as carbon reduction feedback measures. However, the contents of feedback measures lack of subjective criteria, which caused the living environmental quality of the zones accepting floor area transfer ratio might be lowered. In the research, domestic floor area raito transfer references are studied for carbon neutral and carbon reduction measures. Together with foreign and domestic carbon emission related researches, 9 new residence building cases with floor area ratio transfer in the 7th Land Consolidation Area in Taichung City in 2013 are compared and analyzed to study items, contents and benefits of carbon reduction feedback measures and carbon reduction feedback to see if they can achieve the carbon neutral with living carbon emission amount resulted from floor area transfer. From the research results, corresponding feedback items are filtered and selected based on Taichung City urban design review report and domestic and foreign floor area ratio transfer references to create carbon reduction feedback calculation model using arbor planting as equivalent amount of carbon reduction for studying floor area transfer carbon reduction feedback method to review individual cases in the 7th Land Consolidation Area in Taichung City in view of carbon emission amount. There are significant differences between feedback proportions. The carbon reduction feedback proportion is 18% for the maximum floor transfer ratio, while it is only 3% for the minimum one. That is, current urban design floor area transfer feedback cannot reflect environmental impact due to carbon emission amount.
