南投縣南投市公所路平專案執行成效研究

摘要


台灣經濟發展快速,用路人對於政府之需求亦越來越提昇。政府推動『路平專案』是道路工程規劃、設計、施工、道路挖掘管制、道路管理維護策略的成效展現。為滿足民眾的期待並嚴格要求申挖單位辦理聯合開挖,避免同一路段重複挖掘造成道路長期處在施工修補狀態。 本論文以南投縣南投市公所路平專案執行成效研究為例,探討基層地方單位政府法令及政策執行路平專案,建立具效益、有效率、又務實的路平專案管理策略,以提供民眾安全舒適及平整之道路。南投縣政府工務處除了各項公共工程持續推動外,在有限的經費及人力下,將本市的路平專案列為重點施政項目並持續推動, 但長久以來政府雖提出各項路平政策與路平專案試圖改善市區道路路面之平整及服務等級,可是民眾對於路平仍是感到不滿意。本研究的目的即是在探討路平改善不力的原因,究竟是人為的不彰,抑或是路平技術與政策間存在的不對稱性,致使路平改善總似乎達不到社會群眾的要求,本研究之結果及建議可提供地方政府日後道路養護管理作業改善之參考。

The demand of better road surface smoothness and service level has been dramatically increased by civilians as the economic development progress in Taiwan reached the peak in the past several decades. Transportation agencies in local and central government levels have carried out “flat road” projects which include plan, design, construction, maintenance and dig-control policy and strategy to better maintain the local road and city street to meet the severe expectations by the citizens. The main scope of the flat road projects includes a corporate dig-fill-pave control program to avoid repeated excavations which leave the roads in an endless repairing condition of continuous excavation. The study in the research was conducted based on a practical “flat-road” project carried out by the city of Nantou in Nantou County, to investigate the effectiveness of the project, and related regulation/policy implementation both in the local and central government levels. With the limited time and resources allowed, the flat-road project was regarded as high priority by the construction department of Nantou city. In general, the results of the flat-road project failed to meet the expectations by the residents of Nantou city regarding the smoothness and level of service of the city streets included in the study area. The purpose of the research was to study the reasons and causes of the unsuccessfulness of the projects as regard to investigate the impacts by human factors and the in-balances between road construction technology and road maintenance policy by the local government agencies. The results of the study can be used to provide important information for similar road maintenance/administration programs which are currently underway in other local governments in Taiwan.
