探討台灣在地街道生活特質及需求的步行環境設計策略之研究-以臺中市中興街為例

摘要


臺灣都市近年過度的發展及人們對汽機車的過度依賴,造成了交通混亂、不完善且不適當的人行空間設置、街道景觀品質不良及居住品質下降等現象產生。先進國家早已認同並推動改善道路空間及行人優先步行空間理念,藉由限制交通、改善道路需求空間、提倡行人優先的理念,使得共享街道亦能成為宜居的生活場所。 近年來都市出現了許多藉由活化都市閒置空間轉型發展而成具有特色的文創產業聚落,隨著遊逛型的空間體驗的行為及文化資產活化的概念逐漸成熟,公部門及民間各種促成再發展策略,造就青創聚落周邊陸續有不同形態的商業模式進駐,進而形成一個高密度共構的產業鏈形式,使得第三場域領域在台灣蓬勃發展。文創聚落可視為一個誘因或同時也是一個推力,促進相關公部門更重視這些標誌性的文創產業聚落周邊的都市人本步行環境的需求及改善的急迫性。 本研究藉由文創聚落帶來的人潮,迅速發展遊逛形態消費力產生,進而去探討如何有效的改善都市人本步行環境,以連接了勤美誠品、綠光計畫及審計新村帶狀性的文創聚落的中興街進行步行空間與人本環境的基礎調查,進一步推演出符合台灣在地都市空間行為及使用模式的環境設計策略。

For the past few years in Taiwan, excessive urban development and over-reliance on automobiles have caused the phenomena of traffic chaos, insufficient sidewalk planning, poor quality of streetscape, and decline in living quality. Most developed countries have long acknowledged and promoted the concept for the renovation of traffic zone and pedestrian priority zone; and make shared street another variation for suitable living space by methods such as restricting traffic flow, renovating roadway spacing, encouraging the scheme of pedestrian priority. In recent years, many cultural and creative settlements were able to make noticed for their characteristics and special features through reviving urban abandoned or unused space. As the concept of cultural revitalization matures and the public’s habit of roaming experience evolve, with support from both the government and the local community, varieties of business activities emerge around these youth entrepreneurship settlements and progressively transform into a highly intense industrial chain resulting in the prosperity of the third space development. The cultural and creative settlements are the causes and also the driving force in attracting official attention for the reform of the sidewalk and streetscape around these settlements. The roaming experience evolves produce economic benefits from cultural and creative settlements, so this research is built on the fundamental investigation on the pedestrian and people-oriented environment stringing the Park Lane by CMP, Fantasystory Green Ray, and Shen Ji New Village, from the perspective of experience economy in relation with the cultural and creative settlement and the crowds; and aims to discuss how to sufficiently improve the urban sidewalk space, with the ambition to deduce an appropriate urban environmental design and strategy suitable to the urban spatial activity and usage habit in Taiwan.
