台灣金屬工藝設計產業鏈及發展政策之研究

於2002年文建會積極推動文化創意產業，並積極推廣振興工匠藝術。這項產業創作主體早期是以寫實鄉村民俗風格為主，但隨著外來的技術交流影響，而失去了原始的創作風格，其逐漸轉型為創意商品的模式，蛻變成不同商業鏈的經濟形態；其間的改變對本土設計產業特色及發展有一定程度的影響。
本研究以貴金屬工藝產業為研究發展主軸，認為文化創意產業對金屬工藝設計的未來發展具有影響力，因此透過具創造性的金屬工藝產業作為主體研究，架構出金屬工藝設計產業鏈，以探討金屬工藝產業的產業鏈架構之相關產業發展課題，並提出金屬工藝設計產業鏈的產業發展政策。依據相關理論文獻彙整與深度訪談提出相關課題，將產業鏈架構課題因子及發展政策透過層級分析法(A.H.P.)進行探討與分析，得到發展政策因子之先後順序，以瞭解目前台灣金屬工藝設計產業鏈所面臨的相關課題並提出未來發展應對政策。
最後經由幾何平均法整合各專家意見，所得知台灣金屬工藝設計產業鏈發展層級政策中，對於目標層級之最終政策相對重要性及排序結果。投入創新技術及創意研發(權重值為0.2175)排序第一、加強師傅傳授技藝保障(權重值為0.1972)排序第二。以此解析台灣金屬工藝設計產業的文化特質、特色及特性，期許能為台灣金屬工藝設計產業的推動發展提出更加完整的產業鏈架構。

Abstract

In 2002, the CCA actively advanced the cultural and creative industries, and positively promoted the revitalization of artistic craftsmanship. The early creation of this industry was mainly based on realistic country folk style. But with the influence of foreign technical exchange, it lost the original creative ways. The industry changed into a creative mode of merchandise and transformed into a different business chain of economic patterns. These turnings caused certain effects on characteristic and development of native design industry.
In this study, the main axis of this research is focus on precious metal industry that considered the cultural and creative industries have influence on future development of metal craft design. Therefore, with the help of creative metal craft industry, the research constructs the metal craft design industry chain and explores the metal craft industry chain framework to develop relevant industries issues in order to propose industrial development policies. Based on the theories of literature review and interview compiling, the researcher offers relevant main issues. Using the Analytic Hierarchy Process (AHP) as a tool to analyzes the industry chain framework factors and development policy issues. From the result to have the sequence of development policy factors in order to understand the related topics of Taiwan''s current metal craft design industry chain and to propose the future development of corresponding policies.
Finally, through the geometric mean to integrate the expert opinions on the craft design of metal industry chain, the researcher found the importance and sequence of development policy in our target level. The item R & D investment in technology and creative innovation (weight value of 0.2175) was sorted the first. Instructors teaching skills must have more protection (weight value of 0.1972) was sorted the second. Through the analysis of Taiwan''s cultural characteristics, distinguishing features and characters of craft design in metal industry development, thus we can propose a perfect and complete industry chain framework for our future consideration.
