近年來,因社會風氣的自由化與經濟結構的改變,台灣農村生活文化正面臨轉型階段,卻也逐漸地失去地方文化與在地民生產業活動價值之獨特性,不僅間接造成農村人口銳減(勞動力流失)與高齡化問題,更侵蝕台灣這片美麗島嶼之永續生機。回顧台灣農村再生政策執行方針,其是否真正符合農村居民的實質需求?或現行政策是否能透過多元文化觀點與宏觀長遠視野,為台灣農村擘劃出更美好的願景? 本研究將彙整農村再生之社區營造相關文獻及案例,藉此歸納其關鍵要素,並利用品質機能展開(Quality Function Deployment, QFD)將農村居民所希冀改善之社區再生項目(voice of the customer, VOC),相對於經由執行農村再生條例之後所能獲致的輔導項目(voice of the engineer, VOE),藉此了解當注入農村再生輔導後,能否因應並解決農村居民所期待改善之再生項目,以及此些再生項目間重要度與順序權重。 簡言之,本研究期待結合理論與實務運作層次,經由QFD再次省思台灣農村的發展進程,結構性地展開與構建品質屋關係矩陣,具體探討農村再生發展之實質需求,進而提出有助於台灣農村營造的實質建議。
In recent years, considering the opportunities of career development, most of young people have chosen to live in the metropolitan area. Not only does this result in the gradual loss of local culture in Taiwan rural areas, but also the value of local industrial activities in the rural areas is gradually lost. The dropping rural population and aging problems have eroded the sustainable value on this beautiful island. Reviewing the Rural Rejuvenation Act in Taiwan, we find this act is enacted to facilitate the rural sustainability, revitalization and rejuvenation, to improve production infrastructure, to conserve rural ecology and culture, to upgrade quality of life, and to construct a new rural prosperity and beauty. This is a very good policy for Taiwan rural; however, in this study, we worry about the implementation issues of this policy, i.e., whether this policy does actually meet the needs of rural citizens. Could it be possible to construct a bright future through multicultural perspective and long-term vision for the rural areas in Taiwan? Therefore, we adopted Quality Function Deployment Methodology (QFD) to help the implementation issues of Rural Rejuvenation Act so as to focus on characteristics of the service items from the viewpoints of rural residents, i.e., to transform the rural residents’ needs (voice of the customer, VOC) into counseling items which were supported by Rural Rejuvenation Act, prioritizing each counseling item while simultaneously setting development targets for a much better future life in Taiwan rural areas.
