台灣是一個地狹人稠的島國,土地開發與利用一向是地方政府努力的主要目標。如何有效運用道路下方,設置共同管道,減少管線維護及管理之施工次數,促進交通流暢以及維護都市之環境景觀,往往是政府主管相關部門為達成此目標時,所具備的基本共識。由於共同管道對於國民生活品質具有長期顯著效益,為世界先進國家指標性建設之一,所以建立地下共同管道規劃模式實為值得研究的重要課題。 本案以高速鐵路結合特定區開發案為例進行研究,經研究歸納得知:共同管道系統方案研擬、計畫年期、管道系統配置、電纜溝系統配置,計畫可使用50年以上。共同管道建造完成之後,可減少管線維修挖掘及交通延滯的時間;簡化各類管線維護管理程序,在允許範圍內可依需求擴充路線的容量,增加道路使用年限,提高傳輸品質,能快速處理緊急情形,減少道路養護經費之支出。 所以,透過本研究(桃園車站特定區共同管道)案例,可以讓我們了解到,不論城市美學或是都市開發之經濟效益,均勝過以往挖挖補補的工程。
