近代許多原住民族部落運用豐富生態環境及獨特的民俗文化成為觀光資源,開始積極地發展部落觀光,並成功地吸引人潮。隨著觀光事業的興盛能為部落帶來錢潮以及就業機會,但往往也會帶來許多負面的觀光衝擊。故本研究認為,部落發展部落觀光要達到永續發展,且要在觀光事業當中獲利,同時又能降低對部落之負面影響,當部落領導做出正確且適宜的決定就會顯得重要。因此本研究的主要目的是探討適合發展於台灣花蓮縣紅葉部落之部落觀光。 花蓮太魯閣族紅葉部落周遭觀光資源非常豐富。紅葉部落要發展部落觀光勢必要運用本身擁有之三大優勢:太魯閣族文化的獨特性、在地農特產的體驗及行銷、及周邊溫泉產業之觀光效益。過去紅葉部落發展協會有積極地推動部落觀光,並在部落內已有一定程度之成效,而在部落內部關於推動部落觀光也引起部落族人的討論與迴響。 透過在部落進行深度訪談,本研究首先探討了紅葉部落觀光發展的契機和資源點,並了解部落發展協會在部落觀光上之操作手法與經營,這一階段結果顯示紅葉部落在推動部落觀光上面臨之許多不同影響層面的困難及問題。本研究再進行內容分析法,對部落觀光之結果進行分析,並制定推行策略之問卷,了解部落居民對推動部落觀光之看法及意見。運用統計方法(描述性統計、T檢定、單因子變異數分析、相關分析)和技術與IPA重要表現程度分析法類似之分析方法分析問卷結果,並提出了適宜發展於紅葉部落之部落觀光策略。最後提出未來學術研究實踐與建議。
In recent years, there are many aboriginal tribes began to actively pursue tribal tourism by using tribe’s rich ecological environment and unique folk culture as a tourism resources to enhance their economic development in Taiwan. As a result, it did successfully attract tourist flows into aboriginal tribes. However, because of prosperous tourism development, more and more positive and negative impacts can be found. Therefore, the study thinks, for long term sustainable development, issues about how to generate community benefits and lower the negative influences at the same time become important when tribal leaders making a right and acceptable decisions. Thus, the main purpose of this study tried to find out appropriate tourism development strategies for the study area, Hongye tribe, Hualien County, Taiwan. Hongye tribe is surrounded by rich tourism resources. For advancing tribal tourism, Hongye tribe needs to use her own three attractions, such as Truku culture, local agricultural produce experience and marketing, and the related tourism industry benefits. In the past, the Tribal Development Association had actively promoted tribal tourism and achieved some good development results and reputation. However, the tourism development also caused debates in the tribe. Through depth interview, this study first explored the tourism opportunities and resource points of the Hongye tribe and understood how the tribal development association has operated tribal tourism. The results of this stage revealed the difficulties encountered in the implementation of tribal tourism and different impacts during the development process. This study also used case study method to review areas with successful tribe tourism development to generate operative strategies and questionnaire to understand the views of tribal residents on the implementation of tribal tourism. The statistics (descriptive, t-test, One-way ANOVA, and correlation analysis) and technique similar to Importance Performance Analysis (IPA) was used to analyze the collected data and propose the appropriate tourism strategies in Hongye tribe. Finally, the study proposed academic and practical suggestions for future researches.
