政府推動公共工程品質管理制度已實施多年,行政院公共工程委員會在2010年函知各部會及各縣市政府,「為提升公共工程品質,請加強針對工程契約在5,000萬元以下中、小型工程辦理施工查核」,經統計2010年1月至6月全國查核成績顯示,甲等以上工程僅占24.79%;本研究以學生所職內政部營建署中區工程處轄內自辦監造道路工程品質查核成果為例,就主辦機關、監造單位及施工廠商之三級品管制度下施工品質及文書作業缺失,摘錄較常見缺失項目進行彙集及統計分析,與2016年度工程施工查核常見之缺失態樣比較,提出缺失的主要原因,研擬改善對策,並與全國政府機關查核成果比對,說明中央辦理公共工程品質自辦監造施工品質成效優於全國政府機關。 本研究依據公共工程委員會標案管理系統內登錄之施工查核資料,2010-2015年度所查核內政部營建署中區工程處工程金額5,000萬元以下案件,分析查核成效,說明中央機關自辦公共工程是有效提升施工品質,並藉由分析公共工程缺失項目及研擬改善對策,供其他相關工程單位參考。
The government has been reinforcing and promoting the quality management system for public construction projects in Taiwan for many years. The Public Construction Commission (PCC) of the Executive Yuan has informed each administrative ministry and every county and city through official letters in 2010 to “enhance construction inspections conducted specifically of medium-scale and small-scale projects of which constructions cost less than $50,000,000.” According to the quality inspections conducted throughout the nation from January 2010 through June 2010, merely 24.79% of the constructions were rated above Level A. The study exemplifies the quality inspection results for road constructions self-conducted by Central Region Engineering Office of Construction and Planning Agency Ministry of the Interior (CPAMI). According to the construction quality and common administrative defects in the three-level quality management of the organizers, supervisors, and construction companies, common defects are summarized, compiled, statistically analyzed, and compared with common types of defects in construction inspections of 2016 in the study to reveal major causes for the defects and to provide preventive actions and improvement strategies. In comparison of the inspection results, the effectiveness of construction inspection by the central administration on public construction quality outperforms that of authorized agencies throughout the nation. Based on the archives related to construction inspections documented in the Construction Bidding Management System of PCC, the study is carried out to analyze the inspection performance of the construction cases of Central Region Engineering Office of CPAMI which value at less than $50,000,000, to suggest the central administration should self-conduct public constructions to effectively better the quality of constructions, and to develop preventive actions and improvement strategies regarding common defects in public constructions for reference purposes.
