臺北捷運環狀線工程安全衛生管理作業之探討

1987年臺北捷運工程局成立，為大臺北都會區開啟了新的軌道工程建設，草創之始非僅為社會經濟建設注入活水、著實為臺灣交通運輸業開創新紀元。捷運建設著重於交通與環境等之改善，並注重市民生活安全維護，積極訓練、培養參與捷運工作人員的安全衛生教育，與施工環境衛生維護的正確觀念。本論文內容針對工程規劃、設計、施工等階段，經過審慎策劃、深入考量，對施工過程潛在風險進行評估與管制，並將工程進度、品質等，置於安全的框架下順利推展進行，為民眾建造安全、舒適、便捷的交通運輸網絡，使捷運工程成為國內都會區優質的交通運輸系統，期許施工過程中，安衛、環保的具體措施與相關作為上，得到社會大眾的肯定與支持，為公共工程安全衛生及環境保護展現良好的品質並樹立良好的典範。

The founding of Department of Rapid Transit Systems of Taipei in 1987marked the beginning of trailblazing railway construction projects for themetropolitan area. It was founded with an intention to stimulate the economy of Taiwan, which simultaneously contributed to the creation of a new era in its transportation industry. The construction project of Taipei’s Metro Rail Transit(MRT) was focused on the improvement of road traffic environment and the safety of the public as several training programs were carried out to educate the MRT crew about safety and health education and sanitation management ofconstruction sites during construction periods. The study focuses on the three construction stages—planning, designing, and construction—to evaluate and control potential risk factors during constructions, following a comprehensive consideration and careful planning. It concludes implementing railway constructions by taking quality, safety, and progress into consideration is to be the priority in a construction environment to build a secure, comfortable, and accessible traffic network for the public and to transform the MRT into a first-state rapid transit system nationwide. The public is expected to support and acknowledge the measures taken to reinforce safety, sanitation, and environmental practices at construction sites, in pursuance of enhancing safety, sanitation, and environmental protection of public constructions and setting a positive example for others to follow.
