隨著電子化政府發展至今,政府各單位已將相關行政法規公佈於網際網路之上,以電子化刊物取代紙本作業的方式,使其更有效率的被大眾取得,並可即時更新內容。但是在網路上發佈的法規所隱藏的推論結構並無法透過電腦進行分析。透過語意網的技術可以建立一個後設資料層用來描述資料來源,並在網路上形成一個龐大的知識散佈基底,以提供進一步的服務。 本論文之目的在導入知識推理能力,將法規文件之推論結構予以編碼,使電腦可處理分析文件中的規則,並讓網路上使用者能充分運用其文件內容。我們目標在利用語意網的技術建立一個雙層結構以能有效的運用政府法規;下層部分即是法規文件所在的現有網路,其上為一後設資料層,主要包含描述法規內容的資料,利用OWL、RDF、以及SWRL等語意網技術建置而成。研究進行分為兩階段:第一階段是經由參考法規文件,利用RDF和OWL來建立領域本體;第二階段則是分析法規文件中之規則並以SWRL建立法規資源在語意上之正確概念的相關連結規則。我們亦使用protégé 建置了一個雛型來模擬利用此後設資料的服務。本研究的結果不只提供有效率的法規文件內容存取,對於消防安全設備規範領域的專家諮詢亦提供相當大的改善空間。
Under the progress of electronic government, relevant regulations issued by administrative organizations are generally published on the web to replace paper-based documents for public access. The electronic publications gain efficiency in consuming and updating the content. However, the inference structures inherent in the web-based regulation documents are not computer processable. With the advances of the Semantic Web, a metadata layer can be built to describe the resources and form a huge distributed knowledge base on the web to provide more advanced services. The objective of this thesis is to employ the knowledge-based reasoning capability on the web to encode the inference structures in the regulation document so that computer can process the rules in the document and facilitate user the use of the document content. We aim at building a two-layer architecture using the Semantic Web technology for the efficient use of the government regulations. The lower layer is the current web in which the regulation documents reside. The upper one is a metadata layer containing metadata describing the contents of regulation documents which is constructed in the representations of the Semantic Web, namely, OWL, RDF and SWRL. Our task includes building the domain ontology, in RDF and OWL, by consulting the regulation document, and analyzing the rules in the regulation document and forming rules, in SWRL. We have implemented a prototype for the services along with the metadata using protégé. The result shows that it not only provides efficient access to the content of regulation document but also to a large extent the expert consultancy for the domain of fire safety facility regulation.
