兩岸地區核能電廠營運安全績效評估-DEA方法之運用

摘要


電力是工業之母和經濟發展的動力,亦是人類文明生活不可或缺的要件,因此,如果長期缺乏電力或供電不穩定,不僅產業不易發展,一般民眾也需忍受限電之苦,對民眾、社會及國家都將造成莫大的傷害;而兩岸電力目前又面臨電力供應吃緊的情況,故如何提升發電能力、電力品質及負載管理為兩岸當前重要目標。 由於核能電廠的營運績效,不僅僅視其發電產出量的多寡,且須針對核能安全文化之實績進行評估,才能斷定該估能電廠的總體營運績效。本研究應用「單一常數投入項、多變數產出項」的假設條件下,單純考慮以產出項為導向來執行DEA模式。探討目前兩岸核能電廠營運中之14部機組由2004年至2006年間世界核能發電協會(WANO)的績效指標實績,以資料包絡分析法(DEA)與應用麥氏生產力指數來檢驗兩岸地區核能電廠之總技術效率變動、技術變動、純粹技術效率變動、規模效率變動、總要素生產力變動情形,其實證分析結果將有助於兩岸地區核能電廠各自瞭解本身的經營效率與技術變動情形,可據以擬定經營管理策略及規劃營運改善方向,有效的利用能源效率及以達到提升發電績效的目標。

ABSTRACT Electricity is the mother of all modern economic and industrial developments, which also modernizes our lives nowadays. Thus, long-term shortage or an unstable power supply will cause stagnations for industrial developments and even cause inconveniences in our lives. Unfortunately, power supplies in Taiwan and Mainland China are not stable. Improvements for power generations, quality of power, and load management are hence, the most important challenges for both Mainland China and Taiwan alike. In other words, both Mainland China and Taiwan should focus on efficiently managing their power generating resources. Thus, they can ensure that power supplies match up to the demands and their resources are efficiently utilized. The operational performance for nuclear power plants is evaluated not only based on the amount of power generated, but the overall safety related performances. This thesis utilizes a DEA model (single input factor and multiple output factors), to analyze performance indicators proposed by the World Association of Nuclear Operators(WANO) for 14 nuclear reactors in Mainland China and Taiwan from 2004 to 2006. Additionally, this thesis further refers to Malmquist Productivity Index to examine pure technical efficiency change, technical change, total factor productivity change, and change for scale efficiency for these unclear power plants. The results will help nuclear plant operators from Taiwan and Mainland China to craft their operations and management strategies and identify areas they can focus their improvement efforts on, which ultimately, will lead them to efficiently deploy their resources and attain their goals for improving generation efficiency.
