台灣網路通訊廠商之效率評析—以資料包絡分析法

摘要

隨著全球資訊、多媒體科技的進展與網際網路的普及化及相關網通設備的多元化，人們對於數位內容的傳輸品質與傳輸速率需求日漸提升，因此，近年來台灣網通廠商在有線與無線網路接取技術不斷在改良或演進，逐漸達到即時寬頻通訊的目標。而有鑑於我國網通業者在蜂巢式行動通訊手機與晶片、WiMAX技術、Wi-Fi產品及有線網路之發展歷程已累積了雄厚的生產研發的經驗而使得台灣的網通產業表現受到國際上注目，因此本論文致力於研究台灣網路通訊產業廠商之經營效率，期能找出經營效率佳的廠商所具有的共同特質，提供台灣網通業者在將來的企業資源投入與分配改進之建議。
本研究利用資料包絡分析法、Malmquist 生產力指數，針對 2003年至 2007年台灣網路通訊業28家廠商，就各廠商之經營效率、影響因子分析及生產力變動進行評估。研究結果顯示：（一）由 DEA之效率測量結果得知，2003年至 2007年28家廠商技術效率平均值為 0.679，而純粹技術效率平均值為 0.787，規模效率平均值為 0.854。（二）由 Malmquist 生產力指數指出，技術變動是造成生產力變動的主要來源。

Due to the swift changing of the industries and internationalization, the performance of the Network & Communication industry in the international market gradually catches the public eye. The thesis proposes the DEA models to assess the performance of firms in Network & Communication industry. We hope to find the characteristic of outstanding firms to provide suggestions on resources allocation.
This research uses Data Envelopment Analysis (DEA) and Malmquist model to evaluate the efficiency of 28 Network & Communication firms in Taiwan from 2003 to 2007. The results display:
Based on the results of efficiency evaluation, the average efficiency in Network & Communication firms’ technical efficiency from 2003 to 2007 is 0.679, and the pure technical efficiency is 0.787 and scale efficiency is 0.854.
The study shows that the R&D expenses play an important role of Network & Communication firms in Taiwan.
The productivity change index of DEA points out that technical change is the main source of resulting in productivity change.
