在快速轉型發展的知識經濟體系環境中,確保持續競爭的根源在知識。可以想見,知識成為主要生產要素,而「知識資本」的概念運用於公共部門,是知識經濟時代的重要課題。知識管理變成政府部門創新公共服務的重要關鍵。軍事情報部門可視為公共部門一環,雖然情報單位早已體認知識分享對於情報專業知識的重要性,然而知識管理機制的建立並不容易,且情報組織成員內部的知識分享行為模式也尚未建立,因此軍事情報部門人員專業知識分享、移轉、建構及管理顯得特別重要。本研究採用文獻分析法、問卷調查法作為主要的研究方法。嘗試以社會心理的研究途徑,探討個體成員知識分享行為的影響因素。並且運用計畫行為理論作為研模式的核心理論,再整合知識分享、知識管理的相關文獻研究,逐步論述整體性軍事情報部門組織人員知識分享行為理論的模式。所產生之結論可提供給情報部門日後建置知識管理平台的研究參考。
In the rapidly transforming and developing environment of knowledge-based economy, the root to ensuring a continuous competitiveness lies with knowledge itself. It’s not hard to see that knowledge is becoming the main factor of production, and applying the concept of Intellectual Capital to public sectors and departments is a critical issue in an era of knowledge-based economy. Knowledge management is becoming the key for a government to being innovative at its public services. The military intelligence department can be considered as a part of the public sector. Despite the intelligence agencies have long recognized the importance of sharing to knowledge related with intelligence, constructing the mechanisms for knowledge management still remains a challenge. Also, the behavioral patterns to knowledge sharing for personnel within the intelligence agencies still awaits to be established, therefore the sharing, transferring, construction and management of domain specific knowledge is of particular importance. This research employs the techniques of literature analysis and surveying via questionnaires as the main research methodology and attempts to leverage social psychology and applies Theory of Planned Behavior (TPB) in an attempt to explore the factors which affect individuals’ behavior when it comes to knowledge sharing. The research will progressively discuss the theory to the overall knowledge sharing behavioral pattern for personnel within the military intelligence agencies by emphasizing on TPB and taking it as the core theory, integrated with the literature reviews on knowledge sharing and management. The results generated from the research can be used as a reference by the intelligence agencies for building a knowledge management platform.
