本研究旨在探討臺中市一所國民小學攜手計畫執行的現況。內容包括政策在學校層級執行的現況,以及在執行上遭遇的問題與面臨的需求,為達上述目的,本研究使用訪談及文件分析法,以「攜手計畫訪談大綱」針對參與學校之行政人員、教學人員、家長與學生進行訪談,並將訪談的結果,配合相關文獻與文件分析結果歸納討論。根據上述結果,本研究獲得以下主要結論:壹、有專人負責本業務,在行政執行上更能有效掌握。貳、行政人員及教學人員對攜手計畫推行表現出關切與投入。參、因業務需要延遲下班,但無編列行政加班費。肆、學校補助系統重疊,受輔學生人數不易掌握。伍、家長對於計畫未能充分瞭解。陸、編班人數應符合各校需要,因地制宜。柒、學生成績進步情形不明顯。捌、學生程度落差大,補救教學實施困難。
This study aimed to examine the implementation of the 「Hand-in-hand Plan」, which is now widely implemented at Taichung City elementary schools. The research included the policy that the City Government has been carrying on, and what difficulties it encounters as well as the needs required in reaching goal. The approach used in this study was 「interview approach」- a qualitative procedure by doing a series of concrete interviews with school staff, teachers, students and their parents. The study also referred to academic documents and conduct thorough analysis. Along with the satisfying interview result and profound document analysis, the research came to the following conclusions: 1.An appointed person in charge of this program is required for effective execution. 2.The administration and teaching personnel must be deeply involved and highly concern this program. 3.Shortage of overtime payment could hinder the program execution. 4.It is hard to control the beneficiary student number due to ancillary systems mismatch. 5.Parents have not been fully understood the subject program. 6.Class size should be consistent with the actual situation in each school. 7.Progress in student’s grades is not as obvious as been expected. 8.Due to big learning ability lags existing among students, remedial teaching needs much more efforts.
