國軍野戰保修聯保廠導入職業安全衛生管理系統必要性之研究

摘要

國軍現行隸屬於陸軍的各地區聯保廠，平日的任務乃是執行零附件撥發、陸用裝備修護及總成、次總成之翻修，工作事項具有一定的風險及危險性，因此在安全衛生管理上相對的比其它部隊來的重要，而OHSAS18000職業安全衛生管理系統，為現今世界各國認為最能有效降低職業災害發生之管理系統。近年來，軍方有意將OHSAS18000導入從事野戰修護作業的聯保廠，然而國軍近年來為達成「零危安、零傷亡」之目標，頒布了安全衛生管理、風險管理等各項防杜危安發生的作業規定，同時推行一級督導一級以增加各階層之督導頻次，強化整體安全維護工作，本研究藉由文獻歸納及專家訪談等方法，以我國陸軍各地區聯保廠為研究對象，分析導入OHSAS18000職業安全衛生管理系統之必要性，提供國軍未來安全衛生管理政策修訂之參考。

The procedure was maintenance factories of R.O.C. Army, their common tasks were supplement of parts and accessories, maintenance of Army’s equipment and overhaul of main and minor assembly .The task was dangerous and risk. To maintenance factories, occupational health and safety management is more important than other troops. OHSAS18000 Occupational Health and Safety Assessment Series System was the most effective management system that reduces incidence of occupational accident. In recent years, R.O.C. Army wants to import OHSAS18000 to field operation maintenance factories and attain the goal that was no risk and none deceases and gets hurt. It announces job requirements that prevent risks happen; the requirements are about occupational health and safety management and risk management. At the same time, R.O.C. Army pursue the requirements about higher-level departments supervise lower-level to addition frequencies of supervision. That can strengthen overall security maintenance work. This study uses documentation method and Delphi Technique to the subjects of maintenance factories of R.O.C. Army. To analyzes necessity of occupational health and safety assessment series system. It can offer references about revises of health and safety assessment’s policy to R.O.C. Army in future.
