飛機維修與工具管理之研究

摘要


飛機造價昂貴,人的生命價值無限,經不起任何缺失。維修之工具管理重要性不可輕忽才能確保生命財產安全的基本保障。進而加快航空工業發展,健全航空工業企業管理體制,確保維修順利進行具有重要的意義。飛機製造或維修過程複雜而繁瑣,對加工工具要求較高,因此工具管理應加強整頓,最終目的就是要消彌飛機外物損傷(Foreign Object Debris)之潛在危害,以提高維修品質及成本效益,確保生命財產安全。 本研究探討飛機維修之工具管理和安全風險內容,嚴格的制度約束、各種警告提醒和各級人員的監督檢查,但風險的源頭是工作者的心理變化,每個風險源頭都應重視,只有從各個層面風險管理,才能徹底的預防風險發生,避免更大的危害產生。運用研究方法的各項手法,通過整體構思方案,證明可以廣泛運用於內部飛機維修之工具管理方法,在實際工作中有效提供飛機安全品質,達到工具管理的最高效益。 許多文獻對飛機工具的管理,大多是廣泛討論,未有效將核心的飛機維修管理工具做法與技術確實指導;為確保飛機之安全,飛機維修工具管理之重要性、確實性,如何透過管理機制,以達落實執行確保飛機、制定有效的管理作為用於工作上,人員之安全為本研究之目的。確實保障飛機與人員安全之重要一環,以期能作為飛機安全之典範,使飛安零事故、規劃輔導的參考與建議。

The cost of the aircraft is expensive, the value of human life is unlimited, and there is no shortage of it. The importance of tool management for maintenance must not be neglected to ensure the basic protection of life and property. It speeded up accelerating the development of the aviation industry, improve the management system of aviation industry enterprises, and ensure the smooth progress of maintenance. The manufacturing or maintenance process of the aircraft is complicated and cumbersome, and the processing tools are required to be high. Therefore, the tool management should be continuously strengthened and reorganized. The ultimate goal is to eliminate the hazards of the aircraft Foreign Object Debris (FOD) to improve the maintenance quality. And cost-effective to ensure the safety of life and property. This study will discuss the management security risks that may exist in the management and use of aircraft maintenance tools, strict institutional constraints, various warning reminders and supervision and inspection of all levels of personnel, but the source of risk is the psychological changes of workers, each risk sources should be taken seriously. Only by risk management at all levels we can prevent risks from happening and avoid greater harm. Through the various methods of research methods, the overall conception, it proves that it can be widely used in the tool management method of internal aircraft maintenance, effectively providing aircraft safety quality in practical work, and achieving the highest efficiency of tool management. It also shows that many of the literature on the management of aircraft tools, mostly in general discussion, did not effectively guide the core aircraft maintenance management tools practices and techniques; to ensure the safety of aircraft, the importance and authenticity of aircraft maintenance tools management, how to achieve the implementation of the aircraft to ensure the effective management of the work through the management mechanism, the safety of personnel for the purpose of this study. It is indeed an important part of ensuring the safety of aircraft and personnel, in order to serve as a model for aircraft safety, and to make reference and suggestions for fly-safe zero accidents and planning counseling.
