世界各大經濟強國多藉由商品化的手段,使本土文化打入全球市場並贏取可觀的商機;而流行音樂屬於流通性高、疆域性低的娛樂商品,是台灣目前在世界上較具商業競爭力的文化商品,但自90年代以來也因市場結構轉變、盜版、人才流失等問題造成衰退。 本研究收集韓國、瑞典、英國政府扶植文化創意產業的政策資料,並回顧臺灣歷年來在流行音樂產業上的輔助措施;同時透過與業者的深度訪談,對當前產業界各種問題進行探討。本文並經由官方統計資料觀察台灣唱片產業之群聚效應情況,從中勾勒出音樂創意園區的設定區位。 本研究結果發現,基於台灣唱片產業核心生產能力的充足優勢,並放眼未來廣大的亞太市場,政府確實有必要主動介入挽救並扶植產業的正向發展。本文歸納出幾項政策取向,一、相關管理機制的改善。二、建構人材培養機制。三、完善保障智慧財產權之相關法條。四、建構集約化生產經營機制。
Cultural industry is gaining attention in many developed countries. Local cultures have become a lucrative business in the age of globalization. The purpose of this study is to examine the role of government in developing industrial policy to enhance Taiwan’s competitive advantage in the pop music industry. After analyzing policies implemented in South Korea, Sweden and United Kingdom, and in-depth interviews with executives from the industry, this study concludes that a well-designed industrial policy is required to revive the competitiveness of pop music industry in Taiwan. It is recommended that the government should implement policies that are oriented to the improvement of management mechanism, establishment of talent cultivation, intensive production and intellectual property rights protection.
