公部門降低人事成本策略及對組織承諾影響之研究-以台中市政府為例

摘要


往昔「大有為政府」的運作模式,導致諸多組織病象,諸如規模龐大缺乏彈性與回應性,人事成本居高不下,財政赤字快速累增,嚴重影響政事推動等,為期謀求補救,「小而美、小而能政府」爰成為世界各國競相追求的潮流趨勢。本研究乃企圖透過相關理論的探討,並借鏡先進國家政府再造的實務經驗,冀能建構一套精實人力成本的策略體系,並就組織精簡對組織承諾的負面效應,研提對治措施。 本研究除採文獻探討、比較研究、歷史研究、法制研究及直接觀察等方法外,並廣泛蒐集運用相關次級資料,同時以問卷調查法進行量化分析,以台中市政府暨所屬機關公務人員5081人為母群體,隨機抽樣292人為研究樣本,有效回收問卷253份,有效回收率達86.64%,並以迴歸分析暨相依及獨立樣本T檢定法探討各變項間的關係,獲致六項主要結論如下:一、公部門欲降低人事成本應採行四種整合性之策略。二、不同的個人變項對降低人事成本策略認同度、組織精簡計畫認知及組織承諾有不同的反應。三、提昇對降低人事成本策略之認同度可增進組織承諾。四、提昇對組織精簡計畫之認知度可增進組織承諾。五、執行組織精簡將顯著斲傷組織承諾。六、妥善協助調職可加速組織精簡的完成與組織承諾的回昇。最後,針對上述研究結論,進而分別對公部門及後續研究者提出具體建議,以供参考。

‘Omnipotent Government’ used to cause a lot of organizational defects such as in large-scale to lack flexibility and responsiveness, personnel cost remaining high, financial deficit increasing so fast that government affairs promoting being affected critically etc. In order to find out remedy, ‘the small-scale government with efficiency’ became the trend recently. Therefore, this study attempts to set up a tactful system of strategy for decreasing personnel cost by exploring the relevant theory and adopting practical experiences of developed countries’ reinvention. In the meantime, this study tries to propose a reciprocal measure of organizational downsizing that may lead to the negative effect on organizational commitment. The methodology of this study contains not only literature review, comparative research, historic research, legal research, observational method, but also relative secondary data and conducting analysis of quantization via self-administered mail surveys. Totally, there were 5081 public servants in Taichung city Government as population, and 292 of them were chosen as researching samples randomly. 253 valid questionnaires were responded. The valid responded rate is 86.64%. After analyzing the returned valid data by regression analysis , paired samples T-test and independent samples T-test, the study obtained the following 6 conclusions: 1. The public sectors would drop personnel cost if they took the four kinds of integrative tactics. 2. Different personal variables would have different reactions to the strategy of reducing personnel cost, organizational downsizing plan and organizational commitment. 3. Increasing the acknowledgement of strategy on dropping personnel cost is able to promote the organizational commitment. 4. To increase the acknowledgement of the plan on organizational downsizing can enhance the organizational commitment. 5. It would obviously depress the organizational commitment by executing organizational downsizing. 6. It can accelerate the accomplishment of organizational downsizing and restore the organizational commitment by helping transfer to another agencies appropriately. Finally, according to the conclusions, we have made some recommendations to public sectors and further studies.
