運用知識管理方法建構ISO 文件管制系統

摘要


近年來,司法機關為了落實「司法民主化」及「司法國際化」的目標,不斷積極從事各項司法改革業務,以求提昇法院行政效率與服務品質。因此,許多法院陸續推動ISO 品質管理系統認證作業,將法院行政作業流程予以標準化、文件化,其ISO 品質管理系統的導入與文件化的過程,使得法院產生了許多書面文件,其中包括法院服務理念、工作業務流程知識外,還有員工最重要的工作經驗及知識;但ISO 嚴謹的文件管制規定,增加了法院員工額外的工作負擔,也造成文件管理上的許多困難。 本研究針對法院推動ISO 品質管理系統流程加以分析探討,認為有必要重整文件管制流程,運用資訊科技,將文件管制作業流程予以電子化,取代紙本作業,改善文件製定、修改、作廢、保管及調閱流程;以個案法院ISO 品質管理系統相關知識為起點,藉由知識管理之知識取得、知識儲存、知識分享、知識應用與知識創造等五大活動之概念與方法的導入,與ISO 管理流程、文件管制電子化作業流程予以結合,建構ISO 文件管制系統,有效管理ISO 管制文件與知識,建立知識分享機制與環境,以促進法院內部知識之流通、加值與創造,為未來法院導入知識管理奠定良好的基礎。

In recent years, in order to fulfill the goals of “judiciary democratization” and “judiciary internationalization”, the judiciary branch of the government has engaged in various judiciary reforms aggressively to increase the administrative efficiency and service quality of the courts. Therefore, many court systems have started to apply for certification by ISO quality management board and standardized the administrative process in the courts. The process of implementing the ISO quality management system resulted in excessive amount of documentations, including the service processes, knowledge of operating procedures, and the employees’ most critical work experience and knowledge; however, the ISO document control regulations have increased the work load of the court staffs and also led to the difficulties of the document management. This research analyzed and explored the implementation process of ISO quality management system in the courts and concluded that it was necessary to reorganize document control process, using information technology, to computerize document control, and improve document creation, modification, cancellation, safekeeping and reading process. This research first discussed the relevant knowledge on ISO quality management system of the courts, then combined ISO management process and e-process of document control with the introduction of the concept and methods of five knowledge management processes (knowledge acquisition, knowledge saving, knowledge sharing, knowledge application and knowledge creation), then constructed ISO document management system to efficiently manage ISO control documents and knowledge, and established knowledge share mechanism and environment to facilitate the knowledge exchange with added value and creation of the internal knowledge of the courts, to form solid base for the future introduction of knowledge management in the courts.
