The classroom management has been run for years at the case study Elementary School, and there are some experienced and dedicated teachers successfully engaging in the management. Therefore, the classroom management becomes a work system backing up the K-9 education. However, for the green hands and first-time teachers, the classroom management is a task which they are incapable of working well; sometimes, it hinders their regular teaching. To make the teacher achieve the goal, we suggest that the teacher make her/his own classroom management plan, and the management plan is reviewed by the Department of Academic Affairs, and then approved by the principal. The process enables the teacher to have a pre-understanding of her/his class and to prepare how to run her/his class ideally. However, the management plan only reviewed by the Department of Academic Affairs is too subjective. Thus, obtaining a more systematic, scientific and objective class management plan review system has become the objective of this research. The CMMI version 1.2 released in August, 2006 is applied in this study. In this research, the Measurement and Analysis process area of CMMI is adopted to improve the review process of classroom management plan, and then the IDEAL model combined with Balance Scorecard is employed to assist in defining and measuring the objectives of information requirements, and moreover to develop the measurement and analysis abilities. According to the implementation results of this research, it can effectively improve the review process of class management plan, and also continuously enhance the performance of class management.
