近年來由於國內大學院校數量快速擴張,導致高等教育品質有下降之虞。為了能有效改善各大學系所之教學品質,並提升高等教育競爭力,除了持續追求大學的學術水準與提升整體教學品質以及適應各系特性之不同差異,系所評鑑實為達成此一目標的重要途徑,惟有落實系所評鑑,方能協助各大學院校發展較具優勢的系所同時改善表現較弱的學系,使其能根據設立宗旨與目標,進行教學品質改善以邁向卓越。 因此,本研究期望能以近年來國外很風行之流程改善模式-能力成熟度整合模式(Capability Maturity Model Integration, CMMI)相關特定目標、特定執行方法規範之輔助及IDEAL流程導入模式整合應用,針對系所自我評鑑階段流程與選擇適當之品管手法於評鑑執行項目及參考效標內容進行流程改善。除了有效改善因應系所自我評鑑之相關流程與提高教學品質外,最後發展為整合IDEAL流程導入模式及應用CMMI相關流程領域於系所自我評鑑階段之持續流程改善模式學習機制,進而達到自我評鑑流程績效與工作項目執行效率之提昇,並帶領系所順利通過評鑑。
In recent years, the number of domestic colleges has increased rapidly, which may lower the quality of higher education. To improve the teaching quality of individual departments in college effectively and enhance the competitiveness of higher education, we should continue to pursue the academic standards of high education and have a better overall teaching quality adapted to fit the characteristics of individual departments. An important way to achieve these goals is to have evaluations for departments. Only if we can carry out department evaluation, we are able to help each college to develop superior departments. At the same time, we can assist departments with unsatisfied performance in getting better teaching quality based on their principles and goals. Therefore, this study utilizes a process improvement model - Capability Maturity Model Integration (CMMI) which is very popular overseas in recent years. The related specific goals, specific practice standards, and the IDEAL process model are used. The study aims at process improvement focused on performance evaluation items with reference to intended goals. This study focuses on the process of department self-evaluation and chooses suitable quality control measures. In addition to improve the process of department self-evaluation effectively and enhance higher teaching quality, this study develops an integrated IDEAL process model and applies CMMI related process areas to the learning mechanism of continuous process improvement model for self-evaluation. It is hoped that each department can attain the goals of self-evaluation, achieve effectiveness while carrying out its performance items, and pass the evaluation smoothly.
