近年來南投地區接連發生重大災害,諸如921 大地震、以及颱風所造成土石 流災害,每每造成重大人命及財物損失,再加上八卦山長隧道開通,雖可克服地 形將彰、南兩個縣市快速連結,但隧道內之消防救災又因具有行車空間封閉特 性,一旦發生火災將會造成人員嚴重傷亡、運輸中斷等重大社會成本耗損。在日 益複雜、分秒必爭的消防工作裡,有效的將消防組織的知識保留、儲存、分類, 是可以圓滿完成消防工作重要因素之一。本研究針對近年內南投縣所發生的嚴重 地震災害、土石流災害以及轄內具有長隧道業務之消防任務,利用一套建構知識 地圖的方法,透過文獻探討以及專家意見的修訂,發展出用以衡量消防任務知識 分佈輪廓與關聯度的問卷,進一步進行消防領域的實證分析,研究問卷的發放以 南投縣轄區內的消防人員為樣本,共發放60 份問卷,經刪除無效問卷後,共計 50 份有效問卷。研究結果發現,以現有業務別構成知識地圖,土石流災害部分, 僅需以一個土石流綜合業務即可;地震災害部分,可區分為地震後勤、地震指揮、 地震救護三部分;長隧道災害部份,以長隧道綜合業務即可。進一步以業務認知 構成地圖,土石流災害部分,可區分為其他勤務、民力運用、搶救與法規、防救 業務、防災宣導五個區塊;地震災害部分,則區分為訓練與預防、出勤及檢討、 民力運用、防救業務;長隧道災害部份則是預防與應變。而南投縣各消防單位對 所有構面,有不同關聯度之差異。在實務上,可作為改進南投縣消防體系知識管 理的依據,並可做為後續相關研究的參考。
In recent years, serial natural disasters occurred in Taiwan, such as 921 earthquakes, mudflows and landslides caused by typhoons, resulting in great loss of lives and fortune. In mountainous Nantou, Ba Gua Shan Tunnel is a method to overcome the landforms and fast connect Nantou and Zhanghua. The fire disaster rescue work in the tunnel is different from the ordinary one. Once the fire occurs, the closeness in the tunnel would lead to heavy casualties and traffic interruption. How to preserve, reserve and classify the knowledge of fire rescue work is a vital factor to complete missions with success. This study is to bring up a method of building knowledge maps for Nantou, where the serious earthquake disasters, mudflows and landslides, as well as the second long tunnel in Taiwan exist. This study also tries to develop a survey mearsuring the range and strength of the knowledge for fire disaster rescue tasks by probing into documents and revising expert advice. The research questionnaires were taken by fire fighters in Nantou County, altogether 50 effective questionnaires,deleting 10 ineffective ones. According to the research, if constituting the knowledge map by the existing service, it could be classified as three parts: mudflows and landslides disaster, earthquake disaster and long tunnel disaster. The service of mudflows and landslides is needed for mudflows and landslides disaster; the earthquake disaster is divided into three different services: rear service, direction and rescue. As for long tunnel disaster is managed by long tunnel comprehensive III service. Furthermore, if constituting the knowledge map by service cognition, the mudflows and landslides disaster may be differentiated as five services: other services, the using of civilian capacities, rescue and regulations, disaster prevention and rescue, guidance for disaster prevention. Earthquake disaster may be classified as training and preventing, out on duty and self-criticism, the using of civilian capacities, disaster prevention and rescue. The long tunnel disaster is prevention and crisis management. In Nantou, departments of disaster rescue have differences in correlation regarding all dimensions. In practice, it may improve the knowledge management of fire system in Nantou and be a reference for the following research as well.
