台灣工具機廠商多屬於中小企業,受限於資金與人力,對於零組件的供應以及加工程序無法像日本、德國…等國的工具機大廠一樣,同一家公司內即包含全部的供應鏈及加工程序。在無法全部自己完成的情況下,就演變成「中心廠」將部分工作外包給「協力廠商」的分工型態。 協力廠商提供的服務品質必須達到中心廠的要求,在中心廠完成的產品最終也必須符合客戶的標準。中心廠和協力廠商之間彼此存在著分工合作的工作關係,因此造就了台灣工具機業的產業聚落,中心廠與協力廠商形成的產業聚落,有利於減低成本與風險,生產效率更高、更有彈性。當產業聚落形成後,聚落內的廠商在互相學習中,知識與技術將可以快速的傳播,進而提高整體聚落的生產力,具有更強的競爭優勢。 為了讓產業的知識與技術可以快速的流通,一個良好的知識管理平台是不可或缺的要素。知識是知識管理的核心,對於組織而言就是每位成員的Know-How。如何讓組織成員樂意分享知識,除了獎勵措施之外,一個功能完整、友善的介面更有利於知識的分享。 「Web 2.0」這個名詞,最近幾年幾乎和全球資訊網上各種新興的應用服務密不可分,「Web 2.0」是一個概念性的詞彙,代表群眾共同參與與創造。從以往使用者單方面接收資訊到現在使用者互相提供資訊,網站由資訊的提供者到單純的只是應用平台。「Web 2.0」的實際運用,更可以說是群體智慧的表現,Wiki、Blog…等即是結合Web 2.0概念的資訊服務,利用這些服務可以建構一個強化使用者互動,利於分享知識、集體創作的知識管理平台。 在本研究中即是探討如何利用Web 2.0概念,使用內容管理系統(Content Management System, CMS)和各種功能模組,例如:Wiki、Blog、論壇…等,建置一個介面友善的知識管理平台,以此幫助工具機產業的知識與技術在聚落內更簡單的分享,更快速的傳播。
Machine tool manufacturers in Taiwan are mostly small and medium enterprises. Unlike the big machine tool manufacturers in Japan, Germany and other countries that have all necessary parts and processing procedures within the same company, machine tool manufacturers in Taiwan are subjected to limited financial and manpower resources and often clustered geographically as “Center Factory” and “Subcontractor” and form a supply chain where "Center factory" will outsource some parts of the work to the "Subcontractor" as type of division of labors. In order to ensure service quality, subcontractor must meet the quality requirement of the center factory, and finished goods from center factory must comply with the customer's quality standard ultimately. Center factory and subcontractor therefore must have clear division of labor and good collaborative working relationships. As such, the machine tool manufacturers in central Taiwan had formed an industry cluster with the purpose to reduce costs and risks and to increase production efficiency and schedule flexibility. With the formation of this industry cluster, manufacturers within the cluster can learn from each other and share among themselves rapidly the knowledge and technology, thereby increase the overall productivity as well as competitive advantage of the industrial cluster. In order for industry knowledge and technology to be quickly distributed and shared, a good knowledge management platform is essential. Knowledge itself is the core component of knowledge management system. In order for the cluster members willing to share their know-how knowledge, a full-featured knowledge management platform with friendly interface is more conducive to knowledge sharing in addition to the financial incentives. "Web 2.0" is a hot topic in recent years and almost all emerging web applications and services on the Internet touted such services. Conceptually "Web 2.0" represents web functions that facilitate group interactive and collaborative participation of certain activities online. Before “Web 2.0” users are usually receiving information in passive fashion, but now users can use “Web 2.0” functions to interact with information. "Web 2.0" functions such as Wiki, Forum, and Blog are practical applications of information services that encourage the performance of collective wisdom, By applying Web 2.0 functions to construct a knowledge management platform, one can enhance users interaction, benefit the dissemination and sharing of knowledge, and encourage the collective creation of new knowledge. In this study we will explore ways to use Web 2.0 functions such content management system, Wiki, Blog, Forums, etc., to build a web-based and user-friendly knowledge management platform for the purpose of facilitate dissemination and sharing of specific machine tool industry knowledge and technology for the machine tool industry cluster in Taiwan.
