社會影響力評估概念之檢視：以台北市某關懷據點為例

臺灣在面對高齡化的社會，政府推出一系列的長照政策，其中對於在地養老的概念所推動的『社區關懷據點』，台北市從2005開始實施，此項政策對於被照顧者與社區民眾的社會參與，具有很大的推動力量，藉由當民間組織的投入，加上政府資金的投入，使老人能夠就近得到照顧。台北市的社區關懷據點，政策中為因應快速的老年化，從2016年的113個據點，暴增到2018年的395個，對於政府行政及人力資源有限之下，管理與審核的方式必須有所改變，將更有利於民間組織的投入。政府對於補助單位的審核方式，並未隨著時代演進有太大的改變，因此，本研究藉由檢視KPI、CIPP、SROIN 三項評估方式，經由評估的流程、評估原則的模組中，檢視目前政府單位在小型的民間組織合作時，能夠重新思考的方向，藉由科技的進步與思維的改變，讓彼此合作上更有效率、更充分運用彼此的資源。

In Taiwan, where the aging society has, the government has implemented a Community Care Center have been boom up from on the past two years in Taipei City. The social participation of the community has a great driving force. By the input of civil organizations and the investment of government funds, the elderly can be taken care at home. For responding the aging society tread, the number of “Community Care Center” has been increase from 113 in 2016 to 395 in 2018. Because administrative and human resources cannot be increased, government agencies must change the way they manage in the past in order to encourage more input from small scale civil society organizations. The government's review of subsidized units has not changed much with the evolution of the times. Therefore, this study examines the three evaluation methods of KPI, CIPP, and SROI. Through the evaluation process and the module of evaluation principles, We will review the current government audit system, and propos a new evaluation concept when government work with small civil organizations in the future. Through the advancement of technology and the new thought in the audit system, it will make the cooperation more efficient and more effective.
