Owing to the fast development of modern industries, the use of specific machinery and equipment in production process is increasing. The has caused the increasing number of injury and death of labors due to improper use or management of hazardous machinery and equipment and the use of machines with poor design or made by poor manufacturing process. Therefore, how to minimize the rate of occurrence of occupational accident has become a new objective being striven for, and how to enhance the safety inspection work on those specific machines and equipment has become an important issue to be dealt with by all the countries in the world.
Presently, most of the industries in Tai wan are under the jurisdiction of the Labor and Safety Act. Much powerful inspection system and more inspection staffs are needed by the government for coping with the inspection of the great number of specific machines used in different industries such as semiconductors, electronics, chemical, mechanical, semi-construction, agriculture, forestry and mining, and the actual situation is that the capacity of the inspection system is still far from satisfactory.
In consideration of the actual situation as mentioned above the strategy of establishing the authorized inspection system must be adopted by the government for employing those authorized organizations (non-profit organizations) to do required inspection work, so as to attain the goal of providing the labors with safe, comfortable and reasonable working environment without any occupational accident.
