This work presents the current development of regional cooperation and regional governance in Taiwan. We reviewed the research of related regional cooperation and regional governance to induce the regional development strategies in Taiwan. The regional cooperation of Yunlin, Chiayi, and Tainan Area lunched in 2009, we discussed the process of the regional cooperation over the past two years, and the regional integrated plans. We focused on the unique industry environment, and the different governing party. It's important to realize that the regional cooperation is necessary and understand the difficulties in executing plan. Although the central government made the best efforts in regional cooperation, but the local government still hasn't enough faith in this policy. We found the selfish departmentalism of the different counties and the different governing party is the most difficult prohibits in the regional cooperation. Finally, the mayor s' attitude of different counties is the critical factor to affect the succession of the regional cooperation.
