專業倫理教學在元智

摘要


由於近年社會多元化及觀念開放迅速,傳統的價值與倫理系統面臨了巨大的挑戰,其中因專業人員的執行不當造成了不少的災害與社會問題。工程專業因其工作的性質直接與公眾的安全有關(如橋樑建築、大眾運輸、產品製造等),若執行錯誤會造成相當大的災害故需加以重視。民國80年召開之第四屆全國科技會議中,與會專家學者達成共識,呼籲推動「科技倫理」、「工程倫理」等相關之教育。 美國各種專業的「倫理守則」在1950年代已有初稿,但「工程倫理」教育約在1970年代末期才在各大學展開。國內則自民國79年秋季起,首先在中原大學、清華大學開始授課,陸續有元智、交通大學、逢甲大學、台灣大學、中華等校開授(一般以選修課行之,2學分),到民國81年國科會委託的「大學工程倫理課程的教學設計之研究」完成(王晃三1991),國內的工程倫理課程的內涵與方式便初步成型。 元智大學在專業倫理教學方面從三方面著手,有一般性的通識課程-倫理學,另開設有工程倫理、企業倫理,此外還有全校性的〝實驗〞課程,觀察及檢討資訊科技帶來的一些倫理方面的問題與衝擊。總之,元智大學推動專業倫理教學蘊含有系統工程的觀點,在方法上則採一般或集體教授法及溶滲教學法。

The diversification of society and rapid transformation of social standards in recent years have imposed major challenges on traditional values and morals. Furthermore, improprieties on the part of professionals have created considerable social problems. In the construction industry, whose work is directly related to public safety (e.g., bridge building, mass transit, product manufacturing), errors in execution have resulted in grave disasters that need to be seriously addressed. At the Fourth National Technology Meeting convened in 1991, the attending experts had reached a consensus, calling for education in the directions of ”technology ethics” and ”engineering ethics”. The preliminary form of the code of ethics for the various professions in the U.S.A. had been established by the 1950s. However, an educational program in ”engineering ethics” was not initiated until the end of the 1970s. In Taiwan, courses were first offered for the autumn term of 1990 at Chung Yuan University and Tsing Hua University, followed by Yuan Ze University, Chiao Tung University, Feng Chia University, National Taiwan University, and Chung Hua University (mostly as two-credit elective courses). By 1992, the ”Study of Education Design for University Level [0] Engineering. Ethics Courses” (Wang H., 1991) sponsored by the National Science Council was completed, signifying Taiwan's preliminary establishment of engineering ethics program contents and formats. At Yuan Ze University, a general ethics course is also offered which explores the efficacy of engineering or business ethics. These ethics courses can be conducted using a regular lecturing format, a group teaching method, or TAC (teaching across the curriculum) method. University-wide evaluation has shown the course structure to be very sound.
