摘要

中國大陸科技已經過數十年的發展歷史，惟自一九八Ｏ年代改革開放起，其在經濟建設中的關鍵地位才得以確立，並隨之進行科技體制改革與推動相關計畫。其目標是先將高科技發展水準在二ＯＯＯ年時提升至先進國家一九八Ｏ年代初、中期水準，再於二Ｏ二Ｏ年以前把與先進國家之科技水準縮短到十至十五年。而資訊產業技術之發展，是大陸及世界上許多已開發及開發中國家在二十一世紀的重點項目，它尤其關係到大陸是否能繼續維持大幅度的經濟成長及現代化的發展。因此科技體制的改革對於資訊產業科技發展的影響是有其戰略性意義的，本文將探討此二者在一九八Ｏ年到二ＯＯＯ年之間的變化，期望能透過分析它們在這段期間的變化，回答此二十年間中國大陸科技體制改革對資訊產業技術發展之影響的問題。

The Mainland China has been developing its science and technology for several decades so far, however, it was until the beginning of economic reform in the early 1980s, the key position of science and technology in the economic construction was then ensured, subsequently, the reform of science and technology system and its related projects were carried out. The hi-tech development in Mainland China is an important target that is concerned with whether Mainland China's lag of technology with advanced countries can be narrowed. The technological developments in information industry play a key role in the twenty-first century in Mainland China for maintaining huge economic growth and ongoing modernization. Therefore, Mainland China's reform of science and technology system and its influence on the technologic developments in information industry have strategic meaning. This essay will analyze the changes in Mainland China's science and technology system and its technologic developments in information industry between 1980 and 2000, in order to answer the question that this paper is looking at.
