摘要
冷戰雖要終結，冷戰時期形成的加－美軍事合作持續不斷。例如兩國為防範蘇聯自北極攻擊北美洲的「北美洲空防」整合性體系迄今仍繼續存在。北美自由貿易區的成立使加美兩國在軍事整合之外，更有經濟整合的特殊關係。惟因兩國國力相差懸殊，加拿大在美－加伙伴關係中只能扮演小兄弟的角色，在雙方發生的一些糾紛中，例如太平洋鮭魚事件及美國赫姆斯－伯頓法之適用事件中，加拿大皆未受到公平合理的對待。

Canada – U.S. relationship has appeared to most observers a highly special form of international cooperation and association in the contemporary world. Karl Deutsch called it a pluralistic security community. But due to overwhelming disparities between the two countries, Canada has played the role of a junior partner to the United Stated in their close relationship. The characteristics of Canada – U.S. relationship remains unchanged in the 1990s. I will elaborate briefly on both points.
