The ”Anti-Drug Code” was declared on May, 1998 in Taiwan. It has given drug abusers the drug abstention and treatment by three-steps corrections according to the principle of the anti-drug criminal policy: ”removing from punishment but not removing from guilt”. Although the recidivism rate of drug crime still has been 30% or so, there have had 63% revocation rate as a result of drug use at the end of September, 2002. The article has two emphases on: (1) introducing the mode of drug-user treatment in many countries. (2) introducing some researches about estimating the effectiveness on the drug abstention and treatment. By way of understanding the experience of the drug abstention and treatment on the West, we look forward to giving some reference materials for many units.
