本研究係以海峽兩岸人口走私活動為主題的實證調查,內容除針對相關文獻進行探討外,研究過程分下列五部分進行。第一部分前往警政署、調查局及海岸巡防署蒐集近來有關人口走私案件的資料,繼而進行分析,以瞭解人口走私活動的質與量變化情形,做為本研究的初步資料。第二部分剪輯最近一年報導於中國時報及聯合報有關人口走私的案件資料,歸納整理案情,選擇重要案件進行追蹤分析。第三部分前往「大陸地區人民處理中心」(新竹靖廬及宜蘭靖廬)及金門縣進行深入訪談,共計對十九名男性及十五名女性偷渡者、六名具熟悉處理過人口走私案件經驗的執法人員、五名金門地區熟悉偷渡活動的民眾進行訪談,蒐集偷渡者的偷渡動機、偷渡選擇意向、偷渡過程、風險感受、來台生活與工作情況、不同性別所產生的差異、人口走私集團的結構、分工、運作方式等資料。第四部分則針對偷渡者進行問卷調查,本研究的問卷調查樣本為男性偷渡者300名、女性偷渡者300名,供計發出600份問卷。施測過程係由研究人員前往兩處收容中心親自施測問卷,經回收、檢視及清除廢卷,共計有471份填寫品質理想的問卷作為後續分析,實際分析的問卷數量佔發出數量的78.5%。本文乃根據實證調查所蒐集與分析的資料,呈現質化與量化的研究發現。
Since the residents in Taiwan and mainland China have similar language, custom, and culture, cross-border criminal activities become more accessible to intended criminal groups. The trend of globalization and openness in both Taiwan and mainland China increase the development of human smuggling between Taiwan and mainland China. However, the relevant phenomenon has never been systematically examined in Taiwan academics. Accordingly, little is known about the individuals and organizations involved in smuggling Chinese to Taiwan. This research is an empirical study exploring human smuggling occurred between Taiwan and mainland China. In this paper, the author focuses on characteristics of smuggled Chinese and smuggling organizations (human-snake group). The empirical data derived from this study also implies that human smuggling is associated with organized crime in Taiwan. This study employs multiple research strategies, including a survey of 471 smuggled Chinese in Taiwan, interviews with law enforcement officers and informants who are familiar with the illegal Chinese immigrants, a field study in Chin-Men county, and a systematic collection of media reports.
