摘要

人權是歐盟的核心價值之一，歐盟各會員國更是以提倡民主、人權發展為重心的國家。在現今的國際社會中，對於人權狀況不良的國家，國際之間更是對其表達關切之意，希冀能改善其不良的人權狀況，以求保障其國家人民的基本權利，尋求國際問真正的和平。因此，一國的人權問題已非僅屬內政問題。
歐盟藉由人權作為外交的方法，來達到其目的；在共同外交暨安全政策的架構下，令歐盟各會員國能作出共同的政策，對外能達到一致性。本文將以歐盟對外人權外交政策所依據的法源基礎為經；對外實踐人權外交政策的實際狀況為緯，對歐盟人權外交政策作一研究與分析。

The human rights are the core values in the European Union vEUz. The member states of EU also promote the developments of democracy and human rights. Nowadays, international nations not only care about the countries which have bad human rights records or situations, but also hope to change them, finding out the way to protect peoples' fundamental human rights in those countries, seeking the real peace in the international nations. Hence, the human rights problems in a country are not only domestic issues anymore.
The EU uses human rights to be the way of diplomacy, and wants to achieve it's goals; under the structure of the common foreign and security policy, it makes the member states of EU make the common strategies and be consistent in the external affairs. This article would uses the legal source of the human rights diplomacy which the EU base on to be the longitude; the practical circumstances of the human rights diplomacy to be the latitude. Studying and analyzing the EU's human rights diplomatic policy are also the purposes of this article.
