台灣人公共事務會的成立與遊說技巧：兼談江南案後的參與

摘要

本文探討台灣人公共事務會在美國的成立，並說明該會在國會進行遊說時所使用的技巧。本文發現，當年該會選擇體制內的溫和路線，運用多數利益團體使用的遊說技巧，走上海外台灣獨立運動的新進程。組織運作與以色列遊說團體相當類似，都是族群團體進行遊說及外交工作。本文兼談該會在1984年10月江南案後的實質參與，主要是遊說美國眾議員召開聽證會，並通過重要的決議。當年在美國國會，台灣人公共事務會進行政治遊說與外交工作，扮演重要的推動角色。

This paper is to explore the established of Formosan Association for Public Affairs(FAPA), and focuses the point on its lobby skills. It finds that FAPA choose the moderate line, and applied the major lobby skills of U.S. interest groups, it got the great achievements on political lobby and diplomatic affairs. And FAPA played a role in Taiwan independence movement history. This paper also discusses the role of FAPA after the Henry Liu Case. FAPA promoted the U.S. Congressmen held the meeting of public hearing, and passed the resolution in the U.S. House of Representatives.
