鐵路改建工程施工災害及風險管理之研究

摘要

國內鐵路改建工程緊營運之鐵路，若施工不慎，易造成生命、財産、環境、社會鉅大損失。故本文主要爲鐵路改建工程施工安全之風險確認、風險分析、風險處理（含情報回歸）三項之風險管理。首先透過風險辨認之統計紀錄法，確立鐵路改建工程施工安全之風險因子。籍由風險分析之影響圖分析災害可能性，以及建立鐵路改建工程施工災害損失總表。在風險處理過程時，再應同用風險處理原則及柏拉圖，可獲得鐵路改建工程安全之風險處理方式及因應對策。最後回歸風險處理後成果到工程規劃、設計及施工階段，作爲降低鐵路改建工程施工不確定風險及損失之參考及應用。

Due to carelessness of the domestic railway reconstruction, which usually influences the nearby railway under operation, it is apt to cause threats and losses to the life, properties, environment and the society. The focuses of this research on risk management include risk identification, risk analysis and risk disposition (include information feedbacks) for safe construction of the railway reconstruction, Firstly, identify the risk factors of railway reconstruction with statistical record method. Secondly, analyze the possibility of causing the hazards with influence diagram. And then, set up the hazard loss table under construction hazard of the railway reconstruction. Apply both the principle of risk disposition and Pareto Diagram in the process of risk disposition could obtain the handle way and the according strategy from the railway reconstruction on construction safety. Finally, feedback the treated achievement of risk to the stages of project plans, designs and construction as reduce the uncertain risk and loss for the railway reconstruction.
