高等教育評鑑是近年來相當熱門的議題,事實上,不少國際性組織(例如:OECD)對於高等教育評鑑的研究已有一段時日,過程中亦累積了不少寶貴的經驗。相較於OECD先進國家高等教育評鑑的發展,臺灣雖顯得起步較緩慢,但因為我們能持續成長,所以仍具有正面效益。本文主要透過文獻探討及文件分析方法,針對「經濟合作發展組織」(Organization for Economic Co-operation and Development,簡稱OECD)此一國際性組織,分析OECD的組織特色與運作、研究優勢及評鑑方法,了解其在高等教育評鑑上的研究情形、發展趨勢,以及對各個國家之間高等教育評鑑現況的觀察與瞭解,及各國之間差異的分享比較。如此應能對我國高等教育評鑑政策的制定有所啟示,並帶來前瞻性的建議與規劃。
In Taiwan, the higher education system has undergone reforms of the educational evaluation during recent years. International organizations, such as OECD, have studied and accumulated a lot of valuable experiences in the quality assessment of higher education. To compare with the OECD developed countries, it made a slower step in the quality assessment of higher education in Taiwan. Therefore, this paper is organized to analyze the research and development of higher education evaluation in OECD countries. According to the findings, some recommendations are provided for institutional leaders, policy makers, researchers who are interested in the field of higher education evaluation.
