Owing to the rapid development of economic and applicable of IT (Information Technology), the world's productivity, employment, and investment obviously turn into a knowledge-oriented industry. Knowledge economy (or knowledge-based economies, KBE) will change global economic development. Knowledge has become the major driven force of both upgrading productivity and economic growth. Therefore, Council for Economic Planning and Development (CEPD) of the Executive Yuan of Taiwan announced ”The Bill for Economic Development” in 2000. They set a 10-year's goal for developing, hoping they can accelerate and integrate the transforming and development for economic infrastructure. In order to reach above-mentioned vision and goal of above-mentioned knowledge economy, the strategy and measurement are made for making popular knowledge and creating knowledge, but during the progress of promoting knowledge economy might result in upsizing the gap between the rich and the poor. The government and the society must face the polarization of resource allocation, the separation of society, and the impact from the principal part of culture and value positively.
