The concept of ”all-out defense” has been raised as a policy instrument to safeguard national security since National Defense Act was put into force in 2000. Along with military power and civilian defense, all-out dense also includes political, economic, psychological and technological phase that correlates with national defense directly or indirectly. This paper attempts to demonstrate the relationships between all-out defense and defense governance, in which, all-out defense is placed in a network where the government is in partnership with its citizens. In this regard, the government releases defense agency, traditionally authorized only under its executive power, to spare room for citizens to take part in. In this new interaction, the government and its citizens can participate in defense governance in concert. It is this virtuous circle of governance that makes the manifestation of democratic administration concrete.
