Although Japan gained many resources from Taiwan during colonial rule, it also implemented many important policies to expand land use and strengthen sovereignty. Keelung, as the prime gateway for Japan, was rebuilt into a modern port city during in the 1895-1945 period of colonial rule. The more than 25,000 Japanese settlers who moved to Keelung greatly influenced city development. During the period an investigation by Taiwan Ren Shih Chian reported that there were 82 elite Japanese residents in Keelung, The fresh settlers, as compatriots of Taiwan's new rulers, had opinions that mattered. This study probes endeavors to develop Keelung, the lifestyles of the Japanese and the interaction of the Japanese with the Taiwanese, and how the Japanese in Keelung influenced and promoted the area's development and urbanization.
