賞鯨活動的規畫架構-一種永續觀光規劃的模式

A Planning Framework of Whale Watching-By a Sustainable Tourism Planning Model

摘要


賞鯨是國內深具潛力的一項新興的觀光需求與活動,其成長快速但無章法。在此發展初期的當口,若稍草率或誤失,則將喪失傳統漁業轉型與社會大眾欣賞海洋資源的機會,而且將帶給海洋環境與資源負面的衝擊。本文引用永續觀光的概念及資源、活動、設施、遊客及居民參與等規畫元素,嘗試提出資源調查、資源經營、遊客管理、活動管理、設施設置與居氏參與等構面做為建立賞鯨活動的規畫架構,並提出各構面的發展方向,期引各方廣泛討論。

The purpose of this article was to improve the quality of current development of whale watching in Taiwan through an adequate planning process. The concept of sustainable tourism was introduced to the planning of whale watching. The study used five components of planning including resource, activity, facility, visitor and residents involvement as the basement to build a planning framework. In order to facilitate the implementation of the planning framework, the study also proposed six groups of direction including resource inventory, resource management, activity management, visitor management and residents involvement.
