摘要
檔案及縮影未立法之國家，該國各法律之中一定有它散隱含列實質條文或文詞。 今日世界成為國家者，其法律訂定都是互相參照而義理彼此相通，僅文字各有所別，故檔案及縮影立法並不困難。 以往的天平年、安樂主之時代已經過去，故必須檢討以往、策進未來、承先啟後、迅速立法，是當今從事檔案及縮影工作人員與學者專家當務之急。

For those countries that have no law pertaining to microfilm legislated, there must be some relevant clauses or wordings in the existing laws. Though different statements may be used, the basic points and principles for the laws of various countries in today's world are the same. In spite of the diversified terms stated, microfilm and archive have been defined in the Chinese organization law, civil law, criminal law and criminal suit law. In order to keep ourselves abreast of the changing world, it is necessary and urgent that a law governing the micrographic and archival operation be made. without hesitation.
