在立即可行之建議事項方面,本文提出下列五點: 一、訂定公寓大廈管理條例相關子法。 二、明確劃分各級主管機關之權責。 三、擬定多樣化、彈性化的規約範本供民間參考。 四、對公寓大廈住戶實施教育。 五、在法解釋上,應承認公寓大廈之承租人、借用人等占有人有列席區分所有權人會議陳述意見之權利。 在中長期之建議事項方面,本文分別就「區分所有權人會議」、「管理委員會」、「管理規約」、「公共基金」等四方面提出建言;在後續研究方面,本文主要係以公寓大廈管理條例第三章「管理組織」為探討對象,建議未來可以進一步再探討該條例之第二章「住戶之權利義務」及第四章「罰則」。
We have the suggestions about the Condominium. The first: Make the baby-law of the Condominium. The second: Every organization of the government has its clear duty. The third: Make some converts in order to choose one for neighbors. The forth: We must educate the inhabitants of the building. The fifth: We must agree the men who live in the house have the rights to attend meetings. We just suggest about the meeting, public funds of Condominium.
